A public statement from the Attorney General of the Republic on November 30, 2010 in The Nation newspaper stated clearly that Costa Rica's NOT penalize anyone for possession of small quantities of illegal drugs for personal use.

The question Costa Rica is that consumption has never been penalized. In the country there is no person who has been prosecuted or imprisoned simply because of consuming a substance under international control. The country has no clear policies about it, and appropriate procedures to differentiate between consumers and sellers.

It takes a major legal reform policy of illegal drugs, taking into account the direction taken by the Government of Chinchilla to the repressive approach.
