The law in Costa Rica that regulates the activities associated with illicit drugs is Law No. 7786 of 1998, renovated in 2002 by Law 8204 entitled:
"Law on narcotics, psychotropic substances, unauthorized drugs, money laundering and related activities."

Although this law does not mention the consumption of psychotropic drugs as an illegal activity , you can be criminalized / a by the police, either for possession or carrying of any amount of illicit substances (Article 61). In Costa Rica there are no limits to define the minimum amount that can be worn or clear procedures to differentiate between possession for consumption or sale.
also have the right to receive health care (Articles 3 and 79) free and voluntary. Taking into account the problematic use and dependence are considered public health problems of national interest ( http://bit.ly/fEYcja ) . So any way you can deny access to health services by being a consumer of drugs.
